Quebec Immigrant Investor Program (QIIP)
Program Quebec Immigrant Investor (QIIP) — is an investment program for immigration to the province of Quebec. It is designed for those who have significant personal wealth and are willing to invest in the development of the province in exchange for immigration benefits.
The program was suspended in 2019 but resumed accepting applications on January 1, 2024.
QIIP is Canada’s only passive investment immigration program where permanent residence applicants are not required to set up or operate a business.
Requirements for participation in the QIIP program:
- Financial agreement. Conclude an investment agreement with one of approved financial intermediaries, who will be responsible for making investments and financial contributions on behalf of the applicant.
- Personal status. A personal investment of at least CAD 2 million ($1,456,000). The funds must be obtained legally and include the assets of the spouse if they are also participating in the program. The applicant must prove the legality of the funds available.
- Investments. The applicant must make a non-refundable investment of CAD 1.2 million ($873,600) through approved financial institutions. The funds will be invested for up to five years, after which they can be returned in full, but without interest.
- Alternatively, the applicant may choose to finance this investment through approved financial institutions, which will reduce the initial capital investment but will still require interest and other fees.
- Management experience. Applicants must have at least two years of managerial experience within the last five years prior to application. This experience may be in a commercial, government, international or non-profit organization. Experience in microfinance or secured lending, production, distribution or sale of pornographic or sexually explicit goods or services related to the sex industry, including escort services, will not be considered.
- Education. The applicant must have a Quebec high school diploma or its foreign equivalent.
- Language proficiency. The applicant must have a French language proficiency level of at least seven points on the Échelle Québécoise des Niveaux de Compétence en Français test.
- Certification on democratic values of Quebec. It is necessary to obtain certification within 60 days of opening a business. To do this, you must attend information session Objectif Integration for immigrants and pass certification on it.
- Living in Quebec. Within two years from the date of issuance of the work permit, the candidate must live in Quebec for at least 12 months. This period may be shared with the applicant’s spouse. In this case, the applicant himself must live in Quebec for at least six months, and the remaining period can be covered by his relative.
