According to a report by the State Audit Institution of Montenegro, last year 107.5 thousand foreigners resided in the country, accounting for 17.2% of its total population. This is due to the fact that over the past 4 years, the number of temporary residence permits issued has grown by almost 89%: from 35.9 thousand to 67.8 thousand.

The "top 3" included citizens of Russia, Turkey, and Azerbaijan, who together accounted for slightly more than half of all foreigners with temporary residency.

The issuance of work permits remains a distinct issue. For instance, against a set quota of 28,988 residence and work permits, 40,567 were actually issued during the year.

The Audit Institution insists on restructuring the migration system to adapt it to the country's real demands and needs.
