If the citizens of the EU are allowed to buy housing and other facilities on the same basis as the citizens of Croatia, the representatives of all other states can buy property only in case of reciprocity, ie, if the citizens of Croatia are allowed to buy similar properties in their countries. But even with this condition, the foreigner will need to get a prior formal consent of the Ministry of Justice.
