
Newfoundland and Labrador Provincial Nominee Program (NLPNP)
The Newfoundland and Labrador Provincial Nominee Program (NLPNP) is designed to attract skilled workers, entrepreneurs, and graduates who can contribute to the province’s economic development. The program has streams targeting different categories of potential workers. However, the constant requirement is a desire to live and work in Newfoundland and Labrador.
NLPNP Skilled Worker Category
The NLPNP Skilled Worker Category stream is for foreign nationals and potential immigrants with skills that are useful to the local labor market. The basic requirement is to have a job or an offer to work for one. However, it is possible to hire a candidate without a valid work permit, but only if the employer has a valid Employment Authorization (JVA). Other basic requirements include:
- Applicants must have a full-time job (minimum 30 hours per week) or an offer of employment of at least 12 months with a reasonable prospect of extension. The job must be a paid salary or hourly wage, not commission-based.
- The candidate’s age must be between 21 and 59 years.
- Applicants residing in Canada must have a valid residence permit with at least four months remaining at the time of application.
- Having sufficient funds to move and live in the province.
- For TEER 4 or 5 occupations, you must provide a valid language test with a minimum score equivalent to CLB 4.
NLPNP Express Entry Skilled Worker Category
The NLPNP Express Entry Skilled Worker Category stream provides an expedited path to permanent residence for highly skilled applicants who have already been accepted into IRCC’s Express Entry candidate pool. Key requirements include:
- Applicants must be accepted into IRCC’s Express Entry pool of qualified candidates.
- Full-time employment or job offer in a TEER 0, 1, 2, or 3 field, with a minimum duration of one year and a reasonable prospect of extension.
- Applicants must have a Canadian degree or diploma or a valid Educational Credential Assessment (ECA).
- Minimum 67 points on the NLPNP assessment scale.
- A valid English or French language proficiency test with minimum scores determined by federal requirements.
- Applicants who are residents of Canada must hold a valid residence permit with at least four months remaining validity at the time of application. Post-study work permit holders may also apply under this stream.

NLPNP International Graduate Category
The NLPNP International Graduate Category is for international graduates who have completed their studies in Canada and wish to remain in Newfoundland and Labrador to work and live permanently. The program aims to retain young talent who can contribute to the growth and development of the province. To participate, you must meet the following basic criteria:
- Hold a valid PGWP with at least four months remaining validity at the time of application.
- Work full-time or receive a job offer in a TEER 0, 1, 2, 3, or in-demand TEER 4 occupation.
- The position must be in the candidate’s field of study if the institution is outside of Newfoundland and Labrador. For graduates of Memorial University or College of the North Atlantic, a position not directly related to their field of study may be accepted, provided it meets the requirements of the NOC and can lead to career advancement.
- Financial self-sufficiency for living in the province.
International Entrepreneur
The International Entrepreneur stream is designed for experienced business owners and executives who want to permanently reside in Newfoundland and Labrador. The program is designed to attract entrepreneurs who are willing to invest in the province’s economy, creating new jobs and promoting local business development. The key criteria are:
- Opening a new business or purchasing an existing one. Candidates must be actively involved in its management.
- Conducting business for at least one year prior to applying for permanent residence.
- Submitting an Expression of Interest (EOI), receiving an Invitation to Apply (ITA), and submitting a formal application to participate in the stream.
- Applicants must demonstrate that they have sufficient funds to invest and operate the business.
International Graduate Entrepreneur Category
This stream is designed to attract and retain international students who have completed their studies in Newfoundland and Labrador and plan to start or grow a business in the region. To participate, you must meet the following criteria:
- Possess a bachelor’s degree or higher from a recognized educational institution in Newfoundland and Labrador after completing a program of study of at least two years.
- Have at least one year of business management or ownership experience in Newfoundland and Labrador prior to application. The business must have been established or acquired during or after completion of the program.
- Applicants must demonstrate proficiency in English or French at a CLB/NCLC level of 7 or above.
- Business must meet the requirements:
- Be profitable and have a significant impact on the provincial economy.
- Applicants must own at least 33.3% of the business’s shares.
- Create jobs for Canadian citizens or permanent residents.
- Applicants must be between 21 and 59 years of age.
- Applicants must plan to reside permanently in Newfoundland and Labrador.
