
Quebec Selected Skilled Workers Program
Program Quebec Selected Skilled Workers (QSWP) is designed to select qualified professionals who can contribute to the economy of the province of Quebec. The main objective of the program is to attract foreign workers with skills and experience that are in demand in the Quebec labor market.

Requirements and Application Process
Before applying for permanent residence in Canada through the federal government, candidates must obtain a Quebec Selection Certificate (CSQ) from the Quebec Ministry of Immigration by creating a profile on Arrima, the official online application platform for the QSWP.
The applicant must provide detailed information about their education, work experience, language skills, and other factors. The application form is completed in French or English. Once completed, the application remains active in the database for up to 12 months.
The application will be assessed based on a points system that takes into account various factors such as age, level of education, work experience, knowledge of French and availability of a job offer. If the profile meets the selection criteria and receives a sufficient number of points, the applicant will be sent an invitation to submit a full application for participation in the program.
A full application must be submitted within 60 days and must include all required documents, including diplomas, language certificates, work experience documents, etc. The full application must be submitted through the same Arrima platform and includes the relevant fees.
The Quebec Immigration Ministry reviews all documents submitted and evaluates the application for compliance with the program criteria. In some cases, candidates may be invited to an interview to confirm their qualifications and motivation to move to Quebec.

If the application is approved, the applicant will receive a CSQ certificate, which certifies eligibility to apply for permanent residence in Canada through the federal government. Applications for permanent residence can now be made through the Quebec Selected Skilled Workers program. Requirements include:
- Age. The candidate must be over 18 years of age at the time of application.
- Education. A Canadian bachelor’s degree or higher.
- Work experience. The candidate must have at least 24 months of full-time work experience in the last 60 months in one of the TEER categories (0, 1, or 2) according to the National Occupational Classification (NOC). Some sectors are excluded from the QSWP; information on these can be found in Appendix E of the Quebec Immigration Regulation.
- A job offer. In some cases, candidates are required to have a full-time job offer in Quebec. This applies to candidates who graduated more than a year ago or whose specialties do not fall into a high-demand category. The offer must meet the minimum salary requirements: outside Montreal, the minimum annual salary must be at least $75,000; in Montreal the minimum annual salary must be at least $100,000.
- Language requirements. Knowledge of French at a minimum level of 7 on the Échelle québécoise des niveaux de compétence en français scale. If a spouse is included in the application, they must have a minimum level of 4. Knowledge of English may also be taken into account, but French is given priority.
- Financial self-sufficiency. Applicants must demonstrate that they have sufficient financial resources to support themselves and their family upon moving to Quebec.
Once you have received your CSQ, you can apply for permanent residence. To do this, you will need to create a profile on the official website of the migration service and fill out the necessary forms. Within a few weeks of submitting your application, you will need to submit your biometrics. This can be done at your nearest biometric data collection center. Application Processing
The application is checked for completeness and compliance with the program requirements. If the application is incomplete, the immigration authorities will give the opportunity to provide the missing documents. The process can take several months and, depending on the biography, police certificates from countries where the applicant has lived for a significant period of time may be required.
If the application is successful, the applicant will receive a COPR, which confirms permanent resident status and a visa to enter Canada, if required.
After arrival, you need to complete documents to obtain a permanent resident card (PR card), register with the tax authorities and the healthcare system.
Additional Option
The International Mobility Program Plus (IMP+) allows holders of a Quebec Selection Certificate (CSQ) awaiting permanent resident status to obtain a temporary work permit in Quebec.
To participate in this program, you must meet the requirements, the main one being the possession of a valid CSQ. The IMP+ permit is issued for up to 3 years and allows you to work in Quebec without having to obtain confirmation from your employer through the Labour Market Impact Assessment (LMIA) program.
