
Saskatchewan Provincial Nominee Program (SINP)
Saskatchewan Provincial Nominee Program (SINP) is designed to attract skilled workers, entrepreneurs, and international graduates to improve the region’s economy and combat labor shortages. The program includes four streams targeting semi-skilled and highly skilled workers, entrepreneurs, and agricultural professionals.
International Skilled Worker
This stream is designed for foreign workers who have skills and experience that are in demand in the Saskatchewan labour market. It has three subtypes:
Occupations on Demand
This subtype is designed for candidates with experience in occupations that are in demand in Saskatchewan but do not have job offers. Occupations In-Demand is available to both applicants from outside Canada and those with legal status in Canada. They are required to demonstrate a desire to reside in Saskatchewan as a permanent resident.
To participate in the program, you need to:
- Not to be a refugee.
- Score 60 or more points on the SINP rating scale.
- Pass the CLB English language test with a minimum score of four.
- Have completed secondary education in Canada or equivalent abroad. And also education corresponding to the NOC category.
- Have at least one year of full-time work experience (minimum 30 hours per week) in the specialty within the last 10 years. Occupations in categories NOC TEER 0, 1, 2, or 3, not included in the list of excluded professions. The skill must also be in demand in Saskatchewan at the time of application.
- Have sufficient funds to live in Canada.
It is important to note that the migration authorities periodically change the criteria for selecting candidates. Therefore, the requirements that were in force for applicants are the same and are indicated on the website at the time of application.
Employment Offer
This subcategory is for skilled workers who have both work experience and a permanent job offer from a Saskatchewan employer. Also available to overseas applicants and to workers with legal status in the country but who are not refugees. Key requirements:
- Score 60 or more points on the SINP rating scale.
- At least one year of work experience in the last 10 years (in the intended profession).
- A minimum of four points on the Canadian Language Benchmark (CLB). Some employers or regulators may require a higher level of language proficiency.
- If you need to obtain a license in Saskatchewan if your intended occupation is a regulated occupation or a mandatory apprenticeship. For more information on whether you need a license, see Regulated Activities and Licensing Requirements.
- Have a full-time job offer in Saskatchewan.
- The profession must belong to NOC TEER 1–3, with an exception for waiters and drivers.
Saskatchewan Express Entry
This subcategory is intended for candidates registered in the federal Express Entry system and willing to work in this region. In this case, the candidate must not only be registered but also accepted into the federal pool of applicants. To do this, it is necessary to meet the requirements of Express Entry. The program must meet the following criteria:
- Have a valid Express Entry profile number and Job Seeker Code.
- Not less than 60 points on the SINP rating scale.
- The level of language proficiency corresponds to the selected Express Entry program.
- Completed Canadian education or equivalent. Diploma or certificate that meets the NOC category; for foreign degrees, an Educational Credential Assessment (ECA) must be completed.
- Experience in a specialty not included in the list of excluded professions. One year of work experience in Canada in the last three years, plus one year of work experience in the last 10 years for skilled workers; for workers, two years of work experience in the specialty in the last five years.
- Confirmation of financial independence.

Saskatchewan Experience
The Saskatchewan Experience stream is for foreign nationals who are already working and living in Saskatchewan on a temporary basis. It includes a wide range of subtypes, including specific categories that are eligible for permanent residence, such as students or health care workers.
Skilled Worker With Existing Work Permit
This sub-stream is for skilled foreign workers who have already been working in Saskatchewan on a valid work permit for at least six months. They must also intend to live and work in the province and provide economic benefit to the region.
Main criteria:
- A full-time job offer from a local employer and a valid work permit from Canadian immigration services.
- Work in a specialty falling under the NOC TEER 0–3 category.
- At least six months of full-time work experience (780 hours) in the specialty for which the employer invites the candidate.
- A minimum of four points on the CLB for English.
Semi-skilled Agriculture Worker with Existing Work Permit
This subcategory is similar to the previous one in many ways but with fewer qualification requirements. It is aimed at attracting workers in the field of livestock farming and harvesting, specialized livestock workers and agricultural machinery operators, as well as workers in nurseries and greenhouses. The requirements for work experience and language proficiency are also similar. However, there are special requirements for a work permit — it must be obtained under one of the programs:
- Seasonal Agricultural Worker Program.
- International Experience Canada (IEC) program.
- Temporary Foreign Worker Program.
- The Canada-Ukraine Authorization for Emergency Travel program.
Health Professionals
This sub-stream is for foreign health care workers who are already working in Saskatchewan. The stream is specifically targeted at doctors, nurses, and other health care workers. Each type of activity has its own requirements.
Physicians must have been practicing in Saskatchewan for at least six months and have a permanent offer of full-time employment from the local health authority or medical school where they practice. Physicians must also be licensed to practice medicine.
Nurses must have at least six months of relevant experience and a job offer from the Saskatchewan Health Authority, the Saskatchewan Cancer Agency, or other government health care institutions.
Other workers must work in the medical field with the support of the relevant regional health authority, licensing body, or accredited employer. The specialty must fall under NOC TEER 0-4.
Hospitality Sector Project
The Hospitality Sector Project is aimed at hospitality workers with at least six months of experience in Saskatchewan. To qualify as a candidate, you must have an offer of permanent, full-time employment from an approved employer in Saskatchewan in the hospitality sector and meet a minimum language proficiency requirement (four points on the CLB). Other requirements include:
- Possession of a valid work permit from IRCC through a Labour Market Impact Assessment (LMIA) for the following positions:
- Waiter/waitress (NOC 65200).
- Counter Attendant/Kitchen Assistant (NOC 65201).
- Cleaner/Cleaner (NOC 65310).
- Complete at least 12 years of education (or equivalent education).
- Work for an employer approved by SINP for the Hospitality Sector Project. SINP will reject applications from hospitality sector employees who began working for their employer before the employer received prior approval to hire a foreign worker through SINP.
Long-Haul Truck Driver Project
This sub-stream is for long-haul truck drivers. The candidate must have a valid work permit issued by IRCC through a Labour Market Impact Assessment (LMIA), have a minimum of 12 years of education (or equivalent), and be working for an employer who has been approved by the provincial SINP to participate in this project.
To apply, you must have at least six months of continuous full-time work experience on a valid work permit. You must also have an offer of permanent, full-time employment from an approved employer in Saskatchewan and English language proficiency of at least 4 on the Canadian Language Bar (CLB) in all four categories. You must have a valid SINP employment verification letter from an eligible employer.
Students
This sub-stream is for international students who have completed their studies at a recognized Canadian institution and wish to apply for permanent residence in Saskatchewan through the Saskatchewan Immigrant Nominee Program (SINP). To qualify for this sub-stream, candidates must:
- Complete an education at a recognized Saskatchewan institution and receive a certificate, diploma, or degree.
- Have at least six months of paid work experience in Saskatchewan, which may include:
- Work on or off campus.
- Cooperative programs.
- Institution-endorsed postgraduate grants.
- Work experience obtained through a Post-Graduate Work Permit (PGWP).
- Have a valid Post-Graduation Work Permit (PGWP) or Open Work Permit issued under the Canada-Ukraine Authorization for Emergency Travel (CUAET) program from IRCC.
- Have a permanent, full-time job offer in your field of study from an approved employer in Saskatchewan. The job must be:
- In a profession related to NOC TEER level 1–3.
- If the job offer is for a TEER level 4 or 5 occupation, a minimum Canadian Language Benchmark (CLB) score of 4 is required.
- Have a valid SINP employment verification letter, which is issued by your employer upon enrollment in the program and meeting employment requirements.
Entrepreneur
The Entrepreneur program under the Saskatchewan Immigrant Nominee Program (SINP) is for foreign nationals who want to start, acquire, or partner in a business in Saskatchewan. Key requirements include:
- Financial requirements. The minimum net worth is C$500,000 ($363,350).
- Business experience. At least three years of business management or entrepreneurial experience within the last ten years.
- Investments. Minimum C$300,000 ($218,010) for businesses in Regina or Saskatoon, or C$200,000 ($145,340) elsewhere in the province.
Applicants first submit an Expression of Interest (EOI), and then, if their application scores high enough, they are invited to submit a full application. Once approved, the applicant signs a Business Plan Agreement (BPA) and is then required to complete their commitment to set up and operate the business within a specified time.
Upon successful completion of the BPA, an entrepreneur may apply for provincial nomination to become a permanent resident of Canada.
Farm Owner and Operator
The Farm Owner and Operator program is designed for experienced farmers who want to settle and farm in Saskatchewan. This program supports the development of agriculture in the province and attracts foreign investors with agricultural experience.
Basic requirements:
- Financial requirements: minimum net worth of C$500,000 ($363,350).
- Significant experience in agricultural business and farm management. Must submit a business plan that demonstrates the viability of a farming enterprise in Saskatchewan.
- The applicant must be willing to invest a minimum of C$150,000 ($109,005) to purchase and develop a farm in Saskatchewan.
- Before applying, the applicant must visit Saskatchewan and conduct research into farming opportunities in the province.
An applicant must first submit an Expression of Interest (EOI), which is assessed based on a number of criteria, including farming experience, financial resources, and investment plan. A positive response to the EOI allows the applicant to submit a full application for the program.
