The plan specifies the use of areas as multifamily residential and service zones. The rules for these areas are as follows:

1. Designation of MW/U areas:

   • Preservation and development of residential functions in the form of multifamily housing.
   • Preservation and development of service functions, including retail (excluding gas stations), gastronomy, crafts, offices, administration, financial services, communications, postal services, culture, education, healthcare, and social care.

2. Permitted functions in MW/U areas:

   • Development of collective housing functions, including hotels and guesthouses.

3. Restrictions in MW areas:

   • Single-family housing and collective housing functions, except for hotels and guesthouses, are excluded.
   • Services other than those listed in point 1 are not allowed.
   • The location of nuisance services and facilities whose impact extends beyond the boundaries of the location is prohibited.

Other plan provisions:

• Allows for the construction of new buildings or reconstruction of existing ones indicated on the plan as to be transformed.
• Preservation and renovation of buildings designated for transformation is allowed.
• Underground parking is to be implemented under new buildings.
